Indian Engineering Services abbreviated as IES are the civil services that meet the technical and managerial functions of the Government of India. Like most of the countries, the Government of India recruits its civil servants and officials on the basis of merit, the middle management positions in the bureaucracy are covered through competitive exams. Large number of candidates appear for this exam, competing for limited posts. IES officers are selected by the union government on the recommendations made by the Union Public Service Commission (UPSC). A combined three-stage competitive examination (comprising four tests), called the Engineering Services Examination (ESE) is conducted by the UPSC for recruitment to the Indian Engineering Services.

The eligible branches for Engineering Services Examination are:-

    1. Civil Engineering
    2. Mechanical Engineering
    3. Electrical  Engineering
    4. Electronics & Telecommunication Engineering


    (I) Nationality:

    A candidate must be either:
    (a) a citizen of India, or
    (b) a subject of Nepal, or
    (c) a subject of Bhutan, or
    (d) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India, or
    (e) a person of Indian origin who has migrated  from   Pakistan,   Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently setting in India.

    Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
    A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.

    (II) Age Limits:

    (a)A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1st January.
    (b) The upper age‐limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/ Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Post(s) mentioned in column 2, for which they are otherwise eligible.
    (i) A candidate who holds substantively a permanent post in the particular Department/Office concerned. This relaxation will not be admissible to a probationer appointed against a permanent post in the Department/Office during the period of his probation. However, this relaxation will be admissible to a probationer so appointed provided he/she already retains a lien on a permanent post in a Department/Office under the control of any of the authorities mentioned in column 1 below.
    (ii)   A candidate who has been continuously in a temporary service on a regular basis in the particular Department/Office for at least 3 years on the 1st January.

    (III) Educational Qualifications:

    For admission to the examination, a candidate must have –
    (a) obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act,  1956; or
    (b) passed Sections A and B of the Institution Examinations of the Institution  of  Engineers  (India); or
    (c) obtained a degree/diploma    in Engineering from such foreign University/College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time, or
    (d) passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India); or
    (e) passed Associate Membership Examination  Parts II and III/Sections A and B of the Aeronautical Society of India; or
    (f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959
    Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts) and Indian Radio Regulatory Service Gr 'A' may possess any of the above qualifications or the qualification mentioned below namely:‐ 
    M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject.
    NOTE‐1 A candidate who has appeared at an examination the passing of which would render him/her educationally qualified for this examination, but has not been informed of the result, may apply for admission to the examination. A candidate who intends to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination, if otherwise eligible, but their admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the requisite qualifying examination along with the Detailed Application Form which will be required to be submitted by the candidates who qualify on the result of written part of the examination.
    NOTE‐2 In exceptional cases, the Commission  may  treat  a  candidate, who has not any of the qualifications prescribed in this rule, as educationally qualified provided that he/she has passed examinations conducted by other institutions the standard of which in the opinion of the Commission justifies his/her admission to the examination.
    NOTE‐3 A candidate who is otherwise qualified but who has taken a degree from a foreign University which is not recognised by Government, may also apply to the Commission and may be admitted to the examination at the discretion of the Commission.

    (IV) Medical Examination

    Candidates finally recommended by the Commission on the basis of Engineering Services Examination, 2017 shall be required to undergo medical examination.
    (a) Every candidate, on being finally recommended by Commission will be required to undergo medical examination as and when so decided by the Ministry of Railways (Railway Board) irrespective of the fact that he/she has appeared for such medical examination in the past and found fit/unfit on the basis of earlier examination.
    (b) The medical examination will be conducted at various Railway Hospitals under Ministry of Railways (Railway Board). Other additional instructions for candidates are listed at Annexure‐II. The findings of the Railways Medical Board will be taken as final and binding for all allotment purposes.

    (V) Physical standards

    Candidates must be physically fit according to physical standards for admission to Engineering Services Examination, 2017 as per guidelines given in Appendix‐II of the Rules for the Engineering Services Examination, published in the Gazette of India Extraordinary dated 28.09.2016.


    ( Stage-I, Paper-I)
    General Studies and Engineering Aptitude
    The questions from the following Topics will be set in Paper-I of

      • Current issues of national and international importance relating to social, economic and industrial development.
      • Engineering Aptitude covering Logical reasoning and Analytical Ability.
      • Engineering Mathematics and Numerical Analysis.
      •  General Principles of Design, Drawing, Importance of Safety.
      • Standards and Quality practices in production, construction, maintenance and services.
      • Basics of Energy and Environment Conservation, environmental pollution and degradation, Climate Change, Environmental impact assessment.
      • Basics of Project Management.
      • Basics of Material Science and Engineering .
      •  Information and Communication Technologies (ICT) based tools and their applications in Engineering such as networking, egovernance and technology based education.
      •  Ethics and values in Engineering profession.

    Note :

    The paper in General Studies and Engineering Aptitude will include Knowledge of relevant topics as may be expected from an engineering graduate, without special study. Questions from all the 10 topics mentioned above shall be set. Marks for each Topic may range from 5% to 15% of the total marks in the paper


    • ESE examination will be conducted in 3 stages i.e. Preliminary, Mains and Personality Test.
    •  Traditional subjects like History, Geography, Life Science, Polity are eliminated and replaced by Engineering Aptitude and engineering related subjects like engineering Mathematics, Design principles, Quality practices in production and construction, Energy and environment, Project Management, Networking, eGovernance, Ethics and values in engineering profession etc.
    • English is eliminated from General Studies paper.
    • 15% - 25% change in technical syllabus.
    • Preliminary exam may be conducted in Jan and Mains exam may be conducted in Jun/Jul.
    • More weightage is given to conventional papers i.e.600 marks, in previous pattern it was 400 marks.
    •  Technical Objective paper will be of 300 marks, in previous pattern it was 400marks.
    • Only one technical objective paper will be conducted in preliminary stage, in previous pattern there were 2 papers (paper-1 & paper-2) in objective part.
